For a first game, start with Glocal Mahjong (PMQ), HK Mahjong Learning in English (Meetup) and American Women's Association: Mahjong Club — they teach or seat beginners. Hong Kong is the home of the style: Cantonese scoring is the default everywhere, a 3-faan minimum is common at casual tables, and Taiwanese 16-tile mahjong is the second style. For a visitor or newcomer who wants to learn in English, the way in is classes and expat clubs.

About the mahjong halls

Public play in Hong Kong happens in licensed mahjong halls, the 麻雀館 ("mahjong schools"), which hold a government licence and take a cut of every table. They are part of the city's culture and its street life, but they are adult, money-first rooms, not beginner tables, and this page does not list them. Learn at a class or a club first; the halls will still be there.
