Is mahjong gambling?

No — mahjong itself is a tile-based game of skill. It is only gambling if players choose to bet money on it; the game can be, and very often is, played purely for points.

Mahjong is a four-player tile game of skill, memory, and probability — closer to rummy or chess than to a slot machine. Whether it counts as "gambling" depends entirely on how a table chooses to play it, not on the game itself.

Traditionally, some tables attach money to the score. But the scoring — faan, han, tai, points — is just a way of measuring who played the best hands.
