It depends on the variant. Many set a minimum a hand must reach before it can win — Hong Kong uses a table minimum in faan, Chinese Official requires 8 points, Riichi needs at least one yaku, while Taiwanese and American let almost any completed hand win. Most variants stop you from winning on a worthless hand by setting a floor: Hong Kong — a table minimum in faan (commonly around 3), set by house rules. Chinese Official (MCR) — a hand must total 8 points (flowers excluded). Riichi — no point floor, but you must have at least one yaku; a complete hand with no yaku cannot win. Taiwanese — as little as 1 tai. American — the lowest hand on the card is worth 25, so any legal hand already clears its own bar. The idea is the same everywhere: the minimum keeps cheap, trivial hands off the board and pushes players to build something worth scoring.
